Modernization of the System of Russian education presupposes developing of innovative approaches to managing the quality of higher education. Therefore the author considers an approach of applying current trends in the theory of innovations – the principle of open innovations – to be the most up-to-date. Such an approach allows educational institutions to develop the education quality management system by operating global experience and practices of the leading foreign universities. This may strongly increase competitive ability of the national system of education. The article investigates the reasons of creating open innovations and offers the directions of implementing the concept of open innovations in the field of education quality management.
